You should not get the file path. You should get the file contents. This is only going to work when both the client and the server runs at the same machine. Imagine that I give you a file path of my local file system, are you able to access it through the network from your machine? IE has the misbehaviour that it sends the complete path instead of only the filename. Firefox and all other webbrowsers is doing it right.

The only time I can think that the user would need the full path is if the program was to run on the local machine and have access to the local file system. Other than that, general web use I see no need for it because in the case of a file upload, all the server really needs is the filename.
As I don't use chrome I can't and I don't have chrome on this computer but did have it on my net book for a brief day and got shot of it as it was a pile of doggy doo. I also don't use it for very good reason which is much like the reason I don't use MSIE, a case of trust issues or rather lack of it. Perhaps you should try Chrome again.
